🔹 Clause (1): Separate Secretariats

The Lok Sabha and the Rajya Sabha shall each have separate secretarial staff.


🔹 Clause (2): Recruitment & Service Conditions

Parliament may make laws to regulate:

  • Recruitment

  • Conditions of service
    of the Secretariat staff of either House.


🔹 Clause (3): Until Laws Are Made

Until such laws are enacted, the President may make rules for the purpose, after consultation with the Speaker or Chairman, as applicable.
