Article 92 of the Indian Constitution deals with the procedure to be followed in the Rajya Sabha when both the offices of Chairman (Vice-President) and Deputy Chairman are vacant.


📜 Text of Article 92 (Simplified)

🔹 Clause (1): Temporary Chairman

While the offices of both the Chairman and Deputy Chairman are vacant, the Rajya Sabha shall choose one of its members to perform the duties of the Chairman.

✅ That member will act as temporary presiding officer until:

  • A new Chairman (Vice-President) is elected, or

  • A new Deputy Chairman is elected


🔹 Clause (2): Powers of Temporary Chairman

The member so chosen will have all the powers of the Chairman when presiding.

✅ But they will not cease to be a regular member of the Rajya Sabha during that time.
