"The Vice-President shall be ex officio Chairman of the Council of States (Rajya Sabha) and shall not hold any other office of profit."

Ex officio Chairman By virtue of being Vice-President, he/she automatically becomes the Chairman of Rajya Sabha. No separate election for this role.
